Mandate

This Strategic Plan is meant to guide activities of Somalia judiciary for a period of two years from 2019 to 2021. The Strategic Plan is a product of wide consultations which begun in 2018 and included review of documents, interviews with judicial leaders, stakeholder consultations, and brainstorming sessions within the represetatives from all levels of courts.

The judiciary of Somalia is defined by the Provisional Constitution of the Federal Republic of Somalia. It stipulates that the national court structure is to be organized into three tiers: the Constitutional Court (which is yet to be formed), Federal Government level courts, and Federal Member State level courts. A future nine-member Judicial Service Commission is empowered to appoint any federal tier member of the judiciary. Since 2014, the judiciary is working without judiciary service commission.

The Vision of Somalia Judiciary is to realize a country governed by the rule of law with, an efficient and independent judicial institutions. The judiciary seeks to achieve this goal through five priority strategic goals during the life of the current Strategic Plan.

  1. To ensure effective governed and managed judiciary institutions with adequate resources to deliver its mandate.
  2. To ensure indepdent and accountable judiciary institutions
  3. To enhance integrity, equity and rule of law
