The judiciary is the government branch which keeps the rule of law, protects and promotes human rights, resolves complaints between citizens and citizens and public authorities, as well as carries out punishments and disciplinary actions against criminals. This means that the judiciary is responsible for the general justice of the country so that citizens of Somalia get impartial judicial services by honest, trustworthy, and competent professionals who are knowledgeable about the work they do.
The country’s justice systems share the complete institutional failure over the past 30 years with other branches of government due to civil wars. After many efforts have been made, the judiciary has been reorganized but still faces many barriers such as security, institutions that have not yet fully functional, limited the number of judicial personnel with knowledge and experience to provide equitable justice service, inadequate financial and operational infrastructure, an alleged widespread corruption, and lack of clear justice upon new federal system that has not yet been adapted in the judiciary institutions.
With the motto “justice delayed, justice denied; the two-year Strategic Plan (2018-2020) of the Somalia Judiciary comes to its final year in 2020, Commencing with great momentum, to undertake strategic prioritized initiatives to develop the judiciary institutions to better serve the people. The strategy was drafted following a wide consultations made with the leadership as well as with key managerial officers at the Supreme Court, Appeal and regional courts in Mogadishu.
